The Leadership Alliance for a More Perfect Union (LAMP) is the flagship leadership development program of the Joseph Rainey Center for Public Policy — a 501(c)(3) public policy research organization and leadership community founded on the values of freedom, equality, and a more perfect union. The Rainey Center’s namesake, Congressman Rainey of South Carolina, was born enslaved and became the first Black American to serve in the US House of Representatives.
The LAMP network has been built from engaging state leaders from across the ideological spectrum, seek mutual understanding, and pursue actionable solutions to America’s greatest policy challenges.  A core component of the LAMP mission is to foster engagement and promote dialogue on pro-innovation, pro-growth policies between policymakers and a diverse group of experts from a wide variety of disciplines, including private-sector corporate leaders, high-level government officials, and members of members of the academia.

Through LAMP, the Rainey Center fosters dialogue centered on complex policy issues for right-of-center elected officials while simultaneously empowering women, minorities, and mavericks in public policymaking. LAMP provides policymakers with unparalleled access to tools, information, and a community that is dedicated to increasing their effectiveness and strengthening their leadership skills.
LAMP Signature Forums
LAMP forums are invitation-only events dedicated to providing policy education, leadership development and networking opportunities for state policymakers from around the country. Typically organized around dedicated policy themes such as energy innovation, infrastructure investment and environmental and economic stewardship, LAMP forums have engaged policymakers from Alaska to Florida on these important issues. We seek forum attendees who are engaged state legislators with a demonstrated track records of actionable engagement and dynamic leadership.

LAMP Virtual with FCC Chairman Ajit Pai

In one of our most popular virtual events LAMP hosted former Federal Communications (FCC)Chairman Ajit Pai to engage with legislators in the LAMP network to discuss the FCC’s initiative to bring nearly 30 million Americans without internet access online, expanding broadband access across the United States. Deep dive discussions included the sudden shift to digital technology during the COVID-19 pandemic and connecting districts to critical economic opportunity, job creation, education and civic engagement via the internet.
